Heat olive oil in a skillet over medium heat. Add chopped onion and sauté until translucent. Add minced garlic and ground beef; cook until beef is browned and cooked through.

Stir in marinara sauce and Italian seasoning. Allow the mixture to simmer for 5 minutes to develop flavor.

Cook tortellini according to package instructions until al dente. Drain well.

Mix cooked tortellini with the beef and sauce mixture until evenly coated.

Transfer mixture to the prepared baking dish. Sprinkle shredded mozzarella and grated Parmesan evenly over the top.
