While wings are baking, place honey, lemon juice, lemon zest, minced garlic, butter, ground black pepper, and salt in a small saucepan over medium heat. Stir and simmer for 3–5 minutes until the sauce is cohesive and fragrant. Set aside a small portion for dipping if desired.
