In a large bowl, combine diced potatoes with olive oil, chili powder, paprika, cumin, salt, and pepper. Toss until the potatoes are evenly coated with spices.

Spread the seasoned potatoes in a single layer on the prepared baking sheet. Bake in the preheated oven for 25 to 30 minutes, stirring once halfway through, until golden brown and crispy.

Remove the baking sheet from the oven and sprinkle shredded cheese evenly over the roasted potatoes. Return to the oven and bake for an additional 3 to 5 minutes, or until the cheese melts and is bubbly.

Transfer the cheesy potatoes to a serving platter. Top with diced chicken, crumbled bacon, sliced green onions, a dollop of sour cream, and chopped fresh cilantro.
