Heat a large skillet over medium-high heat. Sear the steak on both sides until browned but not fully cooked.

Transfer seared steak to the bottom of the slow cooker.

In the same skillet, melt the butter. Add sliced onion and bell pepper. Stir, scraping up browned bits, until vegetables soften.

Stir in minced garlic and plain flour. Cook for 1 minute, stirring constantly.

Place the sautéed vegetable mixture over the steak in the slow cooker.

In a bowl, whisk together 1 envelope brown gravy mix, water, Worcestershire sauce, and brown sugar until smooth.

Pour the gravy mixture over the contents in the slow cooker. Cover and cook on low for 6 hours or high for 4 hours until the steak is tender.

Remove steak from the slow cooker. Whisk the second envelope of brown gravy mix into the gravy.

Return steak to the gravy. Serve hot over rice or mashed potatoes.
